New 70% Rule: Major Update for Indian Students Planning Undergraduate Studies in Germany (2026)
Written by Isma Khalid
Thinking about pursuing your Bachelor’s degree in the land of ideas? If you’re an Indian student aiming for a German university, a significant policy shift is on the horizon.
As of February 23, 2026, the Academic Evaluation Centre (APS) India has announced an update to the admission criteria for undergraduate studies. These changes, which will be reflected in the Anabin database starting March 15, 2026, will impact all students applying for the Winter Semester 2026/2027 and beyond.
At VisaFlow, we know how crucial it is to stay ahead of the curve. Here is everything you need to know about the new "70% Rule" and how to navigate it.
What is Changing? The New 70% Threshold
While the standard pathways to German universities remain the same, the academic bar has been raised from the previous threshold of 50%. According to a news article by APS India, Starting from the Winter Semester 2026/27, Indian applicants must have a minimum overall score of 70% in their Class XII (12th Grade) board examinations to qualify for higher education eligibility in Germany.
This applies across all boards (CBSE, ICSE, and State Boards) and impacts both the Studienkolleg and Direct Admission routes.
Breaking Down the Two Admission Pathways
1. The Studienkolleg Route (Subject-Restricted Admission)
If you intended to take a preparatory course (Studienkolleg) before starting your degree, you must now meet these criteria:
- 12 Years of Schooling: Completed Class XII.
- APS Certificate: A mandatory requirement for all Indian applicants.
- New Minimum Score: At least 70% overall on your Class XII certificate.
2. The Direct Admission Route (Previous Academic Year)
If you have already started your higher education in India and wish to transfer to a German university for a related subject:
- APS Certificate: Required.
- One Academic Year: Successful completion of one full year of a Bachelor’s program at a recognized Indian institution.
- New Minimum Score: Even with a successful year of college, your Class XII score must still be at least 70%.
Note: Completing one year of a Bachelor's degree in India no longer "compensates" for a lower Class XII score. You must fulfill both conditions.
Is there a transitional period?
Yes. Applications submitted to APS before March 15, 2026, will be assessed under the old criteria. If you are applying for the Summer Semester 2026, these new rules do not apply to you.

Does this apply to all Indian school boards?
Yes. Whether you studied under CBSE, ISC, or a State Board, the 70% total mark requirement is universal.
What if I already have my APS certificate?
The new rules apply to admissions for the Winter Semester 2026/27. If you apply for admission during that cycle, universities will look for the 70% threshold regardless of when your APS was issued, as they follow the updated Anabin guidelines.
