Hertie School is a private institution and charges tuition on every programme it offers, at the same rate for EU/EEA and non-EU/EEA students. There is no tuition-free Bachelor's or Master's route here, and Hertie does not offer a Bachelor's degree at all, only Master's and executive programmes.

On top of tuition, everyone pays a campus fee, separate from tuition, covering registration and administrative costs.

Tuition applying here does not remove the proof-of-funds requirement either: for the student visa you still need to show about 11,904 EUR for the year, usually in a blocked account, transferred months before the semester starts.

Hertie School does not set a genuinely earlier admission deadline for non-EU applicants. The school's final application deadline of 1 May applies equally to EU/EEA and non-EU/EEA applicants for all Master's programmes starting in the winter semester. Hertie does label a 15 January date as its "non-EU/EEA priority deadline", but this only affects eligibility for a full or partial scholarship, not whether the application is accepted.

All of Hertie School's programmes are taught entirely in English: the Master of Public Policy, the Master of International Affairs, the Master of Data Science for Public Policy, and the Executive Master of Public Administration. Hertie offers only graduate programmes, there is no Bachelor's track. Non-native speakers do not need German for any degree here, though everyday German still helps with housing, part-time work and dealing with German authorities.

IELTS Academic and TOEFL are the two most common routes, and the waiver here works differently from most German universities: it is not limited to a short list of English-speaking countries, but applies to anyone whose entire undergraduate degree was taught in English, wherever it was earned. A Master's degree taught in English does not qualify for the waiver on its own, and short study-abroad terms, au-pair stays or language-school certificates are not accepted as substitutes.

A dedicated graduate school for governance, founded in 2003 by the non-profit Hertie Foundation, state-recognised since 2005 and holding the right to award doctorates since 2011. Hertie offers only Master's and executive programmes across public policy, international affairs and data science, all taught entirely in English, with roughly half of its student body coming from outside Germany.

It sits in Berlin's Mitte district, minutes from the Bundestag and the Chancellery, putting students close to the federal institutions and international organisations many go on to work for. Its small size, well under a thousand students, means closer contact with faculty than at Germany's large public universities, but also a narrower subject range: everything here is governance-adjacent, so it suits a specific kind of applicant rather than a general one.
