MBA scholarship deadlines (50% award: 31 July; 25% award: 31 August) and the Master's early-bird discount deadline (31 May) are funding cut-offs, not application deadlines. Two of the four are Bachelor's and two are Master's-level, so this is a more even split than at many universities, though the wider catalogue also includes German-taught Bachelor's programmes (Business Administration, Business Informatics). You can study the English-taught programmes without German, though the mandatory company phase for the Bachelor's programmes generally expects a working knowledge of German, and everyday German still helps with housing, part-time life and the authorities.
